On this batch, should I assume the parents have the same surname as the child?

The project instructions of this batch on What to Remember about this project point # 13 indicates the following:

If a surname was recorded for the child but not for the parents, index the child’s surname in the Surname field for both of the parents.

In your case if the child is the only person who has a surnames and the parents not then it will be applied to both parents.

It's important to read the Project Instructions. They answer this question: "If a surname was recorded for the child but not for the parents, index the child’s surname in the Surname field for both of the parents."
