What is the best search to find my Grandmothers birth record in Mexico?

I have used the Wiki and looked in the State of Puebla and Mexico City but have not been successful in finding her birth record in 1902-1904.

Name: Bernarda or Bernardina Gonzalez

Any suggestions on how to go about finding the birth record?

    For a civil birth registration, you might try searching with the names of her parents, if you have them, without her given name. It's possible that her birth was registered before she was named. You will find many civil birth registrations as "Sin Nombre" for the given name because the child had not yet been given a name.

    Thank you for your suggestion. I still am not able to find the birth certificate or baptism.
