Won't allow merging of duplicate "siblings"

There are two Wilbur Paul Poeppelmans listed as children in this family. The information is nearly identical for each of them (place names differ by a couple miles). They are LBB8-CJN and GW65-NFD. When attempting to merge them I get the following error "A parent cannot be merged with his or her child." I have disconnected them to the point here neither one had any family connections but they still can't be merged because of the same error. Can anyone try to merge them or at least explain why they can't be merged?

    Yep. I tried and got the same result. This needs to be escalated.
