How does source evaluation deal with situations where the same source is cited twice or three times?

Our Source Evaluation will flag Censuses where someone is attached to two from the same year.

We haven't refined the Source Evaluation to be able to look at individual, non-indexed sources to know that they are the same source. It's possible that eventually we will be able to support that, but that is currently a lower priority than refining other features.
