Inherent problem in places database, 19th century places not recognized!

See LZF4-65J, Peter Joseph Reder Jr., birthplace Bollendorf, Bitburg, Rhineland, Prussia (historically accurate jurisdictions), and Quality Score is 'Not Availalbe at This Time'.

If the place of birth is changed to the current jurisdictions 'Bollendorf, Eifelkreis Bitburg-Prüm, Rhineland-Palatinate, Germany', now DQS is available.

Most likely 'Prussia' is not recognized as 'Germany'. This is not the only instance. I include here a link to a discussion re 'Minsk, Russia' versus 'Minsk, Belarus':

And also apparently the Austrian and Hungarian empires re the modern place names:
