Sadly, the 1890 US Census was lost to a fire before it could be microfilmed. Much of the loss resulted from water damage during the battle to control the fire.
Scraps survived, but very few.

If the person you are searching for in the 1890 federal census served in the U.S. Civil War then you may be able to find that person in the 1890 U.S. federal census of Union veterans and widows here: https://www.familysearch.org/en/search/collection/1877095
Note that this is not a census of the entire household but simply the Union veteran or his widow but it can provide some useful information.
Further note: Returns for the states of Alabama through Kansas are missing; returns are available for the states of Kentucky through Wyoming.

While the 1890 Veterans Supplement is meant to be Union veterans only, you will find the occasional Confederate veteran listed.
