Image Restricted - can't view New Brunswick CA Returns of Births from 1899
Dear Community,
I am trying to view the certificate of birth for my great-grandfather, Joseph Valeri Bourque (FamilySearch.org LDJB-3VH). There is a source showing a digital collection of his birth, 30-Dec 1899 in Westmorland, New Brunswick, Canada, and when I go into the Canada New Brunswick Provincial Returns of Births and Late Registrations, 1810-1906, the Returns of Births for 1899 mark as Image Restricted. So I am unable to view this. Can you all help me identify if there is a way I can gain access to this image? I am also fine getting a copy through another means. Here is the info from the page (see below). There are a couple of links that cover 1899, and I looked through these and did not find it. I looked through the late registrations, and also through 1898, as multiple of his later documents detail his DOB as 1898. Thank you!

@SerraNola - can you have a look at this please? There are a stack of New Brunswick films where we start with restricted films in the 1870s, before going to open stuff in 1900, then reverting to restricted after 1906 (I looked in the catalog for film 2024660 and browsed around from there).

Strangely, Ancestry also has this collection, but that specific film has that strange placeholder for every record. And New Brunswick has it own website, but I don't see that particular record there, either.
It is a delayed registration. Depending on how delayed, we could have a data privacy issue.

@Jamieson62 Our restrictions are definitely not consistent and that is because of differing record types assigned. I'm unsure of the collection's contractual or privacy rules, so I can't predict the results after corrections. Since Ancestry has blocked the images, we will likely face the same outcome.

@Jamieson62 - that Archive site mentioned by Aine above does have a vital records search facility which shows free images of the originals. However, a very fast search from me didn't show one for your GGF. Maybe it's something to do with it being a late registration (the eternal question in such a case is always, is it indexed under the year of birth, or the year of registration?)
If you can't find anything for him (and you may already have tried) then I'd contact the Archives as Aine suggests, giving what you already know and mentioning in particular that it may be a late registration.
