Unrecognizable Surname

I am indexing a petition for naturalization, [MQ5S-ZCP], and I can not accurately decipher the person's name. It is in cursive, and I believe the name is "James Nibler", but I am not very confident that this is correct.

    It's James Webster. A good way to decipher things is to look through the batch for matching letters or words. The W in Walter is the same W in Webster.
