Film Digitization and Access

I saw a question about films that don't seem to indicate they are digitized. The answer was that everything's been digitized, but not everything is online.

I have the same question for Koln Civil Registrations, such as film 1256532. There is the microfilm icon, which apparently no longer means it wasn't digitized. The notes says there is no circulation in Germany. Then there's a note that maybe it's not available because it hasn't been digitized or contracts prevent online use.

My question is if I go to Salt Lake, can I use the films or see these records in a digital format?
