UK FSC Query - any plans to digitise the microfilm below please?

Today, the reel icon no longer means not digitized. See the Film Notes explanation: "The record custodian denies user access to the digital images."
The Irish Roman Catholic registers are available on at least 3 websites - 2 completely free. That particular register is available on the NLI site at this URL:
On the FindMyPast website, it can be searched by name. No subscription is needed, just a free account, to search, view, and download.

I have the same question for Koln Civil Registrations, such as film 1256532. There is the microfilm icon, which apparently no longer means it wasn't digitized. The notes says there is no circulation in Germany. Then there's a note that maybe it's not available because it hasn't been digitized or contracts prevent online use.
My question is if I go to Salt Lake, can I use the films or see these records in a digital format?

@nmoff For the most part, yes, you can access those records while at the FHL in Salt Lake. Some films are in the process of being moved and may not be available.

What if I can’t view the film digitally at the Library?Certain films have limited access, such as being required to have a FamilySearch account and/or be a member of The Church of Jesus Christ of Latter-day Saints. If you meet the requirements but still can’t view the film, look for a physical copy in the Library’s cabinets. If the physical copy is not available, unfortunately we can no longer order a copy from the FamilySearch Archives. You will need to wait until digital access is made available in the future.
It's also worth noting that the catalog has not been updated in more than 3 years. Details about access levels of films/DGS may not be fully up-to-date.1 -
@nmoff In the new Library Catalog it shows this film as available at the SL Library. The only restriction listed is "No circulation to family history centers in Germany. The Archive will not make exceptions". I am a member of the Church of Jesus Christ of Latter Day Saints (LDS), so I am interested in knowing what you see when you search the film# in the new catalog and if there are other restrictions listed. If there are additional restrictions they should be made known before one makes a needless trip to Salt Lake.

@SerraNola It shows as "Available" from a public/non-LDS account, but we know from reports of other visitors to Salt Lake that the information is not always accurate. See this recent thread as an example.
