Good news! You can already create a Family Group. Here are the instructions: https://www.familysearch.org/en/help/helpcenter/article/create-a-family-group

However, if you are referring to creating a group here in FamilySearch Community, we cannot do that.

Nope, sorry, there isn't. (Not anymore.) Only FS staff can create or modify Community groups.
Over on the main FS site, you can create a family group (https://www.familysearch.org/en/help/helpcenter/article/what-are-family-groups). Would that suit your purpose?
