How can I tag a photo which contains earlier church leaders?

I have used MyHeritage to colorize a photo containing one of my great grandfathers, Benjamin Perkins (https://www.familysearch.org/photos/artifacts/143530383) Also in the photo are President George Q Cannon and apostle Francis M Lyman.
I realize the church leaders are locked in FS. Is there someone there who would have authorization to tag them?
