I have a patron in my library wanting to view a film online, but it has a key over the film icon roll. Why would system lock
out viewing while in a family history center? Wouldn't computer be logged in in such a way to tell this inquiry is coming
from a family history center?

The Family History Center Portal Service is currently unavailable for needed maintenance and upgrades (2 June 2021). It is anticipated this will take up to 90 days to complete. I think that this is the reason why those restricted records are also not available in the Family History Centers.
Rebecca, you could also have the patron check at the nearest Affiliate Library and they could possibly access that restricted record if the patron cannot wait till the portal is up. We looked and it appears that there is an Affiliate Library at:
11000 Ruth Road
HUNTLEY Illinois 60142
Here is their website https://www.huntleylibrary.org/ They could call them first and see if they access that record before going there.
Best wishes.
That is a useful question for everyone. The key over the film roll or digital icon indicates that there is a restriction that affects certain groups of patrons. The most common is restrictions for which only church members can view the item. However, there are other possibilities, mostly based on the licensing from the parish, county, state, etc. who have allowed FamilySearch access to their records. Following is a help article explaining the icons, should you wish to consult it again, or even post in the FHC for your guests. An affliliate library would not have additional access.
