marriage not performed listed on register of marriages

if the entry for a couple is complete but at the very end the form says "not returned marriage not performed" do I leave this as a blank entry?

    You enter the information that is available. It does not matter if they chose not to marry. We index marriage licenses all the time and the folks may or may not have married.
