What do the capitals WH mean here and what surname should the child have?

Entry 13, 14, 15 and 16.

Thank you to anyone who can answer this for me.

    Hi Pamela

I think it means workhouse and signifies that the birth occurred there. The field help instructions for this record set, Middlesex Part A, are that the child’s surname should not be assumed, so this field should be marked blank for these entries, i.e. it doesn’t matter that the mother and father have different surnames.
