If the city but not the state is listed on the top of the directory page, do you add the state?

I am reviewing the US—City and Business Directories, 1749–1990 [Part C]

[M34C-TZD]. The indexer added Ohio to Cincinnati.

    Cincinnati is the Directory Place. Ohio should not be added.

    This batch is similar to the first example in the Project Instructions.
