Why does Almira Iona Pulsipher G9LY-PLD have a locked Read only record?

There is a duplicate for Almira Iona Pulsipher- 2WNH-3CM.

The one that is locked is missing one child Sarah Jane Burgess LLQQ-VJ1. She is a child who lived only to 2-3 years.

As I research back it looks like there had been many duplicates for Almira over the years. Though in reading the Family Histories that are in the Memories. She needs to have all Children on her Family Tree. This is a mother who gave birth to children and buried children during the Church History of gathering in Winter Quarters and expulsion from Missouri.
