Just a guess from me, maybe it is Finnergen?

Look through the document and compare how similar letters and numbers were written. If one or two letters are difficult to read, look for the same letters in familiar words that can be read.

It looks like Finncian or Fenncian, which may be a phonetic rendering of something in the "Finnegan" universe. I tried looking in Woulfe (https://www.libraryireland.com/names/contents.php) but didn't come up with much.

More context in the form of a link to the full document may be helpful. (Is this a census?)
