Why is this record locked?

I'd like to add a marriage entry based on Goldlauter, Germany Church records which state that on May 12, 1652, Paul Walther, son of Hans Walther, Waggonner, married Catharina Orban, daughter of Michael Orban, Charcoal Maker.
