How To Post a Question to a Community

Specifically, trying to find a 1940s PA birth certificate for my half-sister. Her death certificate is on the general web (with some curious information)

and there is a FindAGrave photo here on FS but I cannot track down a birth certificate searching by miscellaneous names and dates. Not sure where

she was born in PA: in or near Pittsburgh, in February 1943. Any suggestions?
