Do I index a copy of a wedding certificate as the wedding certificate that it is being said?

There's this wedding certificate that reports that on a given day a copy of a wedding certificate was taken to the office.

    Personally, I would. The Project Instructions say: "Index all birth, marriage, and death records"

    what record number do I put, the one of the wedding certificate or the one of the copy of the wedding certificate? If it should be the copy, there are actually 2 numbers there, which one should I put?
