Why is Column Entry Disabled on Certain Batches?

I am currently working on US, New York, Yonkers—Birth and Death Registration and Indexes, 1875–1916 [MSB9-XL4] and was disappointed to see that column entry was disabled. This batch would be perfect for that kind of data entry. Any idea why this is and if it is possible to change it?

When a project includes multiple entry types such as birth and deaths then only Form Entry is available.
