Most likely a military widow's pension. What do you know of her husband/husbands? If you would like you could share the Family Tree ID of your great-great-grandmother and I could look and check it out for you?

Her name is Katherine the married last name is Adams her i d is K69M-ZZV husband's name was William Oliver Adams most records show him as going by William O Adams he was born in 1850 in Kentucky according to his death record he died in December in 1918 in Montpelier Idaho however there are Census records that said he was born in New York we cannot find any birth record at all so there is a huge question mark where he is concerned I found an article and The Archives of the local newspaper in March of 1919 that talks about her application for widow's pension

Have you seen this:
Montpelier Examiner , December 06, 1918, Image 1
I was hoping it would say something about the war he was in but it doesn't. But it does say he was born in Kentucky.

@kaylenejenkins1 kaylenejenkins1 Dudley W. Adams-his widow Catharine Adams.
Enlistment and discharge happened in 1877. Served in the Idaho Volunteers for the Indian Wars. I believe the E1 is enlisted private.
The dates lead me to believe that this is not your William O Adams and Catherine Adams. The date 18 Oct 1929 on the first line is for the soldier, maybe for an invalid claim. The date on the second line is 17 Feb 1933 for the widows pension. I believe this card belongs to ID 2QB1-SCM in the Family Tree.

Could this be your William O Adams? The birthdate is off by 2 years, but that's not unusual for a census.
