How can I access a record which is copyright protected? "Records of the Methodist Episcopal Church, Vienna Circuit 1845-1928."

I tried phoning the local Family Search Center we have here in San Diego, CA, but is is closed due to Covid.

I am researching my great great grandfather John Wesley Pangburn, who according to family stories was a traveling minister of this demonination in Illinois and eastern states from about 1858 on. These records sound like they might be a source to verify the story.

    .

IF, the Records are "Restricted"; and, ONLY available to access/view through a "Family History Centre" of the Church (or, possibly, an "Affiliate" Library), around the World; plus, they are NOT available on another Website; THEN, you will NOT be able to get direct access to the Records; except, at a "Family History Centre" of the Church (or, possibly, an "Affiliate" Library).

    .

    Now ...

    That said there is a possibility/option ...

    .

As the "Family History Library" (FHL) of the Church, in "Temple Square" in Salt Lake City, Utah, USA is still currently TEMPORALITY "Closed" (to the Public) due to the "COVID-19" Pandemic ...

    .

    And ...

    .

IF, the "Family History Centres" of the Church (or, "Affiliate" Libraries) nearest you are still TEMPORARILY "Closed" due to the "COVID-19" Pandemic ...

    .

Or, you just cannot get to a "Family History Centre" of the Church (or, "Affiliate" Library) ...

    .

[ As some of the "Family History Centres" of the Church (or, "Affiliate" Libraries), around the World, have "Reopened" ... ]

    .

THEN, can I humbly suggest that you consider trying the following ...

    .

You could try one of the FREE 'On-Line' Consultations through the "Family History Library" (FHL) of the Church in, "Temple Square", Salt Lake City, Utah, USA.

    .

Here is some links were you can access/book one of those Consultations ...

    .

Engage with the Family History Library Online

    https://www.familysearch.org/wiki/en/Engage_with_the_Family_History_Library_Online

    .

    FHL _ 2 _ OnLine _ 1.

    Family History Library Online Consultations

    https://www.familysearch.org/wiki/en/Family_History_Library_Online_Consultations

    .

    FHL _ 2 _ OnLine _ 2.

I have seen/heard some good positive 'Feedback' from those who have used the service.

    .

    But ...

    That said ...

    .

Please be aware that you CANNOT be provided with a actual "Image" of that Record; but, you may be able to get (or, confirm) the information/details/data that you desire.

    .

'FamilySearch' may also be able to suggest where you can get a copy of the WILL, other than through 'FamilySearch'; but, also at some expense, directly from the Record "Custodian"; or, through an external "Commercial" Website.

    .

    Good Luck.

    .

ps: And, here is a 'FamilySearch' "Blog" Article on the FREE 'On-Line' Consultations through the FHC ...

Looking at the Catalog, it seems this record is a physical book, avaliable only at the FHL in Salt Lake City.
