As Brett says, rules about having to go to an Affiliate Library and/or FHC continue to apply even though those facilities are often closed due to the pandemic. The contracts FS has with record owners did not make exceptions for situations like this.
Usually these restrictions are because the records are available on another pay-to-use website. Therefore if you want to access those records now you'll need to find which website the records are avaliable at (if any), and pay the subscription fee.
