@JulianBrown38 I did check out the passenger lists and only the section labeled "minor ports" are restricted. I'll ask Rights Management to review it and will add these new ones if they also show inconsistencies.

There are also New Zealand, Archives New Zealand, Probate and Miscellaneous Records, 1842-1998 records where the record itself is available, but the image is not. For example, William Hodge Marshall is from1946. The images (not specifically this one) have been visible in the past and are a very useful source of unindexed information. According to the collection information:
Images and index for probate records from Archives New Zealand. The records were created by various courts throughout New Zealand. Although the index will contain entries up through 1998 when all images have been captured, the images for probates issued during the past 50 years are unavailable for viewing. The original records are located in the Archives New Zealand offices situated in Auckland, Wellington, Christchurch and Dunedin.

Since my last post, the inconsistent restrictions in the New Zealand Passenger Lists collection have been corrected. Following new FamilySearch regulations, they now consistently restrict access to records after 1925. While Archives New Zealand still lists these as open access—with FamilySearch as the only database for digitized images—restrictions are in place due to privacy concerns. Similarly, probate records created after 1925 are also restricted, as they may mention living heirs; however, indexes without heir names remain available. I'm unsure if the new regulations are contractual, and they could be subject to change.
