On the fan chart, my dad is hooked up with his father's 2nd wife but my dad's the child of the 1st wife. How can I get that changed to his mother instead of step-mother???

Instructions can be found in the help article How do I correct parent-child relationships in Family Tree?

For your specific case, you need to remove his relationship to his father and 2nd wife, and add him as a child to his father and 1st wife.

If he had a significant relationship to his step-mother (e.g., she raised him for most of his childhood), then it could be appropriate to leave his relationship to his father and 2nd wife. In this case, you would want to make sure that his relationship to his step-mother is set to be of type "Step"; instructions for doing this are in the help article Biological, step, adopted, and foster relationships in Family Tree.

Just a clarification: you asked how to adjust the fan chart. Note that the fan chart is simply one way to view the people and relationships in Family Tree. When you make the changes suggested above, it will update the Family Tree; those changes will be shown not only in the Fan Chart, but also in any other tree view, such as Portrait, Landscape, or Descendancy.
