What should I do if part of the name is cut off in full name indexing?

In a record where the scan is cut off and very likely recorded in another digitization of the document. Should I record a partial name or record it as 'not a name'? (Also, a few examples.)

Rabbni-

(The first having a first name but a partial last name
the second having a first name but nothing beyond it
the last having not even a partial first name)

    When I get a partial name on the "next" page (where 95% + is blacked out), I put not a name because I know that next page will be wholly indexed. I know some will disagree with me, but I can't see doing just a few letters of a name. That's not helpful in finding an ancestor.
