It is ok to add persons to the tree that are living or likely living?

But leave off any vital info like birth just name, but mark them deceased?

Absolutely not. Do not add people that are living or likely living and mark them as deceased. This is a clear violation of FamilySearch's privacy policies. Leave them marked as living until you have proof they are deceased or until they are over 110 years old.

Am I correct in thinking that your intention is to make your tree publicly viewable but only other family members will know who the (actually living, but marked as deceased) unidentifed people are.
If so, then it's not a good idea, and it's fundamentally wrong.
Members of your family group will be able to see living people, but nobody else will, so just include the other members of your family in your family group.
