issue: When someone detach the tag
The issue is about the memories file added within the memories tab on the personal page.
Public and private limited openings are experiencing the same problem.
If someone other than the contributor detach the tag, the image added to the memories tab of the personal page by the contributor is not visible to the contributor either.
Isn't this a problem?
Is there a solution for this issue?

But will others be able to see the memories file?

No, this is not a problem. This is the way it is designed to work. The purpose of detaching a tag is to indicate that this memory does not really belong to that person in Family Tree. This is a useful feature if someone has attached a memory to the wrong person. When a someone notices that error, even if they are not the original contributor, they can detach the tag, which will remove the memory from that person in Family Tree for all users. Assuming that the memory was incorrectly attached, this is exactly how it should work, since no one wants to see a memory attached to the wrong person.
Note that after this detachment, everyone still can see the memory (according to the visibility rules and the particular visibility of that memory), but no one will see that memory on the Memories tab of the person in Family Tree. The memory is still visible in the memory viewer, but the tag to the person is gone, so the memory does not appear on the person page.
You asked if there is a solution to this problem. I assume you are talking about the case where the memory had been correctly attached to the right person in Family Tree, but then some user made a mistake in detaching the memory from that person. The only solution for that is for some user (it doesn't have to be the original contributor) to once again tag the memory to the correct person in Family Tree,
Note that this aspect of attached memories works exactly like most other things in Family Tree. If I change the birthplace of a person in Family Tree, for example, that change will affect the birthplace that everyone else will see when they view that person. But if someone has a good reason to believe that I made a mistake in changing the birthplace, they are welcome to change it back.

I would also mention the importance of the "Change Log" on each person's page. Here, you can retrieve any tags that have been removed. You have lots of options to restore changes that have been made in error.
