Why is tagging a person's face in a photo not working?

1. When trying to tag a person's face in a photo, the frame around the face pops up for less than 1 second, then disappears? It's the same with Firefox and Chrome browsers.
2. Also, I can no longer re-order memories in an album, even though I followed directions on the Help icon.
3. Also, the URL issue is beyond me.
4. Something adverse to users has happened to FS Memories Admin
