Some records cannot be viewed from home but only at affiliate libraries or FamilySearch Centers. FamilySearch has contracts with record holders that may restrict access. Or, there may be legal regulations imposed by the location. FS must abide by those as well.
Many Italian records have recently had their access changed. The Italy Research Group has some helpful information.

As @Áine Ní Donnghaile stated, this is due to contractual restrictions. Family search no longer provides access to many records that show "Stato Civile" as their source.
Your post doesn't contain a name or birth year, so I cannot help you further and point you to the record.
You will need to go to the Antenati Portal to access the Birth records for Parma (comune), Parma (province).

Thank you both! It is actually for my great great grandfather Alessio Tarditi born in 1880. It states that an Alessandro Capri is his father, but hitting the road block there. I work out of tiwn most of the year so it is hard to get to a place that has acess to the files.

The indexing information for the record in Family Search is misleading as it was probably done by AI. The AI saw the name Alessandro Carpi as the person declaring the birth and assumed it was the father, as that was usually who declared a birth. But in this case Alessandro is a representative from the foundling home (where children abandoned by parents were housed) and he is reporting the birth took place in the foundling home. Alessio was born to a woman who did not want to be named, and his name and surname (an invented surname) were given to him by the town official who registered the birth. So Alessio's parents are unknown.

Thank you so much @Cousin Vinny! I did speculate this as being the case judging by the amount of children Carpi had listed. I guess really if I wanted to go further then DNA would be the next step...
