Can someone explain this military record for me?

This entry was published in a Military Register regarding someone in my family tree.
Is anyone able to explain what it says, to someone not versed in Military speak?
I can pick up that he went to St. Norbert's College, which I know to be true.
The first black box is over his last name and the second black box is over his birth date.
Many thanks!
