1790 Census, names on index but not in census...... how did this happen?

US Census (1790) for Pennsylvania, Fayette County, Bullskin Township
80 names are indexed, but only 63 are on this page of the census.
How did this happen? i cannot find the additional names anyplace in the Fayette County Census for that year…. is an 'Errata' page missing from the census which has these additional names for Bullskin Township? Was one page skipped from being microfilmed by mistake and is actually located elsewhere?
These were obviously indexed from somewhere so deleting them is not a solution… but how to make this right?
Example names on index but not in census: Jotham BURT, Zephaniah BURT, George ALLEN

I don't know how they figure in this newer way they show the images and indexed names. Half the time I find that the names indexed are not on the image shown but are on the next or previous images. Sometimes I can't find them at all. This has been the way it is for a while now.

Pennsylvania: Berks, Chester, Delaware, Huntingdon, Mifflin (part), Luzerne, Dauphin, Northampton, Cumberland, Fayette, Bucks, and Lancaster Counties (NARA Series M637, Roll 8)@SerraNola The index does indicate those names mentioned by JamesBurt79 are all on Page 62 in Bullskin, but they seem to have drifted. Those 1790 census pages list HOH in alpha order, and that's not a B page. Thanks.

@barbaragailsmith1 If you do a search for the missing people in Ancestry and Find My Past it brings up the same incorrect census page. The images for the 1790 Census on Ancestry were acquired from FamilySearch and (in collaboration) Ancestry provided the index. Clearly the index details are wrong. I searched for one of the missing people in 1800 and found him in Franklin Township, Fayette County. Looking at the first page for Franklin Township, the A's and possibly part of the B's are missing. My guess is that's where they got lost.
