I thought I'd seen something similar with a Southern U.S. city directory. Does the project have any special instructions for it?
My one thought that would make me pause on indexing it, is if that person is now more likely to be indexed a couple of times. But that might not be a worry, again, depending on whether there are special instructions for that particular project.

Go ahead and index that person. He may not be indexed in that other location if he moved after their directory for the year was made.

Rem simply means they removed to another city, and I agree with Barbara's post above.

We always index people removed to. The rem is a finding aid for the reader, at the time of seeing the listing, to see that Jack Jones removed (moved) from here to there and could possibly be found in that directory as well.
