You have a certain number of images per batch. There are 10 reference images; 5 forward and 5 back, but those are not indexed with your batch as they belong with other batches. Reference images are used to combine information on another image that is in your batch or to verify a name, and even to continue that current image (this happened pre-2020 with a WWII discharge project).

Most projects today come with a set number of entries. If you have more blank entries than keyed entries, follow the 2 steps:

Click on the trash can icon on the toolbar.

    FireShot Capture 022 - Indexing Tool — FamilySearch.org - www.familysearch.org.png

When this box appears, select All blank entries and click Delete.

    FireShot Capture 023 - Indexing Tool — FamilySearch.org - www.familysearch.org.png

You will be left with the keyed entries and will be able to submit the batch.
