Index Editor for Census: Unable to move name into record group from more than one page away

I can use the Split-Screen Mode in the Index Editor (Relationships > Help with Relationships > OPEN SPLIT-SCREEN MODE) to move names into record groups (households) from adjacent pages. However, this does not appear to be possible when the name I want to move is more than one page away from the page with the corresponding household. Is that expected behavior?

For example, residents of 104 Willow Avenue, Altoona, PA (Ward 7) in the 1930 US Census appear to be spread between two non-adjacent pages. Ida B Collims (Mother-in-Law) is on Page No. 1A (https://www.familysearch.org/ark:/61903/3:1:33S7-9R8W-XMH), while Lewis J Reimer (Head), Nannie C Reimer (Wife), and Melvin J Reimer (Son) are on Page 2A (https://www.familysearch.org/ark:/61903/3:1:33SQ-GR8W-642).

When additional household members are on adjacent pages, the list of names available to create relationships includes both pages in Split-Screen Mode. However, when Split-Screen Mode is invoked with non-adjacent pages, the list of names only includes those from the original page.
