In directories with multiple last names listed under 'see also', should I index all last names?

I'm rather certain I know the answer on this, but I want it here for those who don't know. When a directory says 'see also' it means 'the person you are looking for may be under one of these other last names elsewhere in the directory'. It does not mean "these people have one of these three last names." You should only record the first last name recorded in this case and nothing past 'see also'. (But, just to be sure, I would appreciate it if someone could tell me whether this is right or not.)
