When Do I Get to Review
I have indexed just about 1,800 records, and I was told I could start reviewing records after 1,000.

You should be able to Review now, however, there may be a few reasons why you're not able to:
You've reached your total of 10 checked out or the project checkout limit. You will get an error if either one of these are reached. It is also possible that there are no batches in any of the available projects to check out.3
