Can't submit batch of no extractable data

I am indexing residential directories, and as per the instructions, felt that the image had no extractable data, since the long lists of individual names on these two pages are listed under business listings—in this case, "California Transportation Company." So I marked the image as no extractable data. But I can't seem to get any further. I select quality check and nothing happens, and there is so submit button. Help!

    If it is marked as NNED, click the airplane icon on your toolbar. This box will come up.

    Click "Delete Entries for Image."

    Click the airplane again. This box will come up

    Click "Run quality check."

    Since there will be no errors, this box will appear.

    Click Submit Batch and the batch will be submitted.
