Should I index a "Naturalization Petitions Recommended to be Denied" record?

It's the only image in the batch … I'm assuming the answer is no, but I just want do double check. There's a list of 14 names of individuals who are were denied, but their name is the only information available for each of them.

    From the pop-up box at the start of every batch:

    In this naturalization project all documents pertaining to the naturalization process should be indexed. Please review the project instructions for how to index these records.

    Approval and denial lists are part of the Naturalization process. There is an example on how to index the lists under Project Instructions/What to Index/How to Index a List of Petitioners.
