Image unreadable

What do I do when the image itself makes much of the names unreadable? Ive fiddled with contrast and such and I still can't make out the majority of the two center columns. Do I still answer "yes" that this image should be indexed?

    Simply return the batch. Someone else might be able to read it.

    I will do that. Thank you for answering. Just for my own curiosity's sake, what happens if no one can read it? What happens with that page?
