If you have a filing/received date, say 2/26/1932 and a document date like 4/27/1927, you will enter 4/27/1927.
If you have a filing/received date, 8/17/1940, but an arrival date of 11/9/31, then 11/9/31 is the date*.
If you only have a filing date of 3/17/1937, you will enter that date.

*Note that this is only for a Certificate of Arrival.
