How do I merge two indiviudal children who share a birth day when one is a male and the other is a f

Gustav Albert Wilhelm Clemens ( K2J8-VBZ) and his wife Rosa Fiebeger (K2J8-VBN) children includes a son Tracy Clemens (M9FK-DJJ) and a daughter Tracy Clemens (LYQ3-6VW). They share a birth day.
The 1900 US Census includes a female (daughter) named Tracy. There is no male Tracy Clemens listed on any of the Census records. The son Tracy Clemens (M9FK-DJJ) contains no other sources. The birth and death dates are listed without any source. I believe these are the same individuals and would like to merge them. Please let me know if I should simply delete the male Tracy Clemens (M9FK-DJJ).

If you are positive, and your reasoning looks sound to me, then edit the record showing Tracy as male to be female. Then merge them.
You cannot delete people from Family Tree. All you can do is either delete all relationships of a person, thereby leaving that profile alone and adrift in Family Tree or merges duplicate profiles to combine them into the single profile they should be.
