Is listing of names under the titles of Route Numbers (ex: Route No. 4) the same as street directories… so this should not be indexed?

• Do not index tax lists, lists of elected officials, table of contents, maps, advertisements, locality histories, voter and census records, business directories, or street directories.

Routes are the old-timey street address In rural areas and are not indexed.
