How would a town with no township be listed with a township?
I have relatives that still live, have been born, have died, and/or been buired in Rochester, Indiana. According to https://en.wikipedia.org/wiki/Rochester,_Indiana Rochester, Indiana does NOT list a township but gives this location Rochester, Rochester Township, Fulton, Indiana, United States as a Standardized Place regardless if it's a place of birth, death, and/or burial.

The Wikipedia page doesn't say anything about townships, one way or the other, but if you have a source indicating that the city is directly under the county, then you can go to the Places tool's page for the city, click "Improve This Place", and choose "Parent Place" for the first dropdown ("What is incorrect or incomplete"). Then write in that you believe the township should be removed from the jurisdiction, give your source (in the URL box if it's a link) and your email, and click Submit.
If the Places team agrees, they'll make the change and let you know by email, or if they believe the current entry is sufficiently correct, they'll explain why. Either way may take a while: the people responding are missionaries, doing their best to impose order on a large and varied database.
