Should I index an 'application to take oath of allegiance?'

Its a bit of a weird one. Its in a batch of records that record people who are immigrating, but what about people who have had their citizenship revoked that are applying to become citizens again? (I didn't even realize this was a thing!) Also, the person before me put in the name of the immigrant they married instead of the applicant. Which should be indexed?

Yes, you will index the application as we index every document related to the naturalization process and the spouse's name, birth date and birth place are indexed in the corresponding spouse fields only. Ex: John Adams is the applicant and Janie Adams is his spouse, born in 1899 and in Wales. It's index as John Adams (and his information as the applicant). Janie's information is indexed as Spouse's GN: Janie, Spouse's SN: Adams, Spouse's Birth Year: 1899 and Spouse's Birth Place: Wales.
