Does "last foreign residence" on a naturalization record count as birthplace?

I often see "my last foreign residence was _____" on naturalization records, and I notice that it is often indexed as "birthplace." Is this correct? I don't know if it is because it is possible that someone was born elsewhere.

    Last foreign residence is not the birthplace and is not indexed. Even though oftentimes the birthplace and residence are the same, you will index what is on the I was born in (or similar wording) line.
