The new household info seems to be off by one name

I'm currently indexing the 1885 Kansas state census and the page I'm indexing seems to have the new household numbers on the last person of the previous house. (Like the new numbers are on the same line as the 3 year old in the previous household) Should I index them exactly as they are? Or will that mess up family groups later on?

    I've seen these too and I've indexed them as Yes with the household number on the same entry as the new surname in order to keep family groups together as its not likely that a 3 year old with a different surname would be the head of household. It seems to me that these census takers didn't all follow the instructions they were given. Also, something I've seen when reviewing, please spell out the name of the Place of Birth for example Ills should be indexed as Illinois and Jr is not indexed as part of the Surname or the Given Name
