Naturalization Petitions

When reviewing these records each person indexes them differently. The AI overview says to use the petition # as the record #, but the indexing instructions says never to use the petition # as the record #. Nor to use the list #. I am confused. What is the record #?

    Record numbers are used on Petitions, Declarations, Naturalization Cards and Certificates of Arrival. Record numbers are not used on Oaths, Interrogation of Witness, Naturalizations To Be Granted and Facts for Petition.
